
EPC Appoints Emilio Cruz as Division President for Program and Construction Management Business Sector

We are pleased to announce the appointment of Emilio Cruz to the position of Division President for EPC’s Program Management/Construction Management Business Sector effective January 2, 2025. Emilio has been a vital part of EPC’s executive management team, demonstrating exceptional leadership, vision, and a commitment to driving growth and business development in the areas of program and construction management.
Emilio has over 35 years of diverse management, operations, and project/construction management experience as both a public sector employee and a consultant. Emilio has served as a Program Manager on multi-billion-dollar municipal capital improvement programs, and he has a deep understanding of the complexities of public sector policies including the initiation, planning and delivery of large-scale projects. He has also served in various executive positions for the City and County of San Francisco, including Director of Operations for the Port of San Francisco, General Manager for the Municipal Transportation Agency, Chief of Staff for San Francisco Mayor Willie L. Brown, Jr., and Assistant General Manager for Infrastructure at the San Francisco Public Utilities Commission.
In his new role, Emilio will lead EPC’s business development and pursuit of PM/CM services across the U.S. We are confident that his leadership will take EPC’s PM/CM division to new heights.




EPC appoints Ray Hashimee as Division President for Underground Construction Business Sector
We are proud to announce the appointment of Ray Hashimee to the position of Division President for EPC’s Underground Business Sector effective January 2, 2025. Ray joined EPC in June 2011 and, during his tenure at EPC, he has been an integral part in the growth and development of EPC’s nationwide tunnel and underground business practice.
Ray is a licensed Professional Engineer and certified Construction Manager with over 25 years of experience in heavy civil and underground construction projects. He has extensive experience both as a contractor and as an owner’s representative overseeing various mining and tunneling methodologies under varying subsurface conditions. Ray has worked as a Construction Manager and Resident Engineer on high profile infrastructure improvements including projects involving water conveyance and combined sewer overflow (CSO) tunnels, heavy and light rail tunnels, roadways, and bridges.
In his new role, Ray will lead EPC’s tunnel and underground business development efforts and he’ll support the delivery of on-going tunnel projects when required. Congratulations Ray on this well-deserved promotion!
EPC Board of Directors appoints Liliana Maldonado, PE as External Director

Ms. Maldonado has over 40 years of experience in the engineering, environmental and construction industries with a focus on water infrastructure and environmental stewardship. Over the span of her career, she has worked in research, has held leadership positions with several local government water sector entities in Atlanta, Washington DC and Virginia, and has held executive management positions with global, industry-leading engineering and manufacturing firms. Liliana received a Bachelor of Science in Civil Engineering from the University of Puerto Rico in 1979 and a Master of Science in Environmental Engineering from the Georgia Institute of Technology in 1980.
Ms. Maldonado is the author of numerous publications in peer-reviewed literature including technical papers, presentations and articles for Water Environment Federation journals and conferences, engineering industry periodicals and technical and professional conferences. She has also received many awards over the years including being honored as a Fellow by the Water Environment Federation in 2016, receiving the Hispanic Engineers National Achievement Award for Professional Achievement in 2002 and the Arthur Sydney Bedell Award from the Water Environment Federation in 1999.
Liliana’s extensive knowledge in both the private and public sectors will contribute to shaping our long-term vision at EPC and we’re confident that her unique perspectives and diverse skill sets will complement our existing leadership team and provide fresh insights as we drive EPC forward.
